ABOUT THE BOOK

At a time when Filipinos are experiencing increasing water stress, this book considers how good governance can address conditions of water scarcity, pollution, and access in the Philippines. The book builds an in-depth and micro-ethnographic picture of water governance from the perspectives of actors from households, enterprises, and local governments in three Philippine watersheds—namely, Sagudin-Balili Watershed in Northern Luzon, Sta. Cruz Watershed in Laguna, and Tigum-Aganan Watershed in Panay. These three case studies were developed as part of a multidisciplinary research project called Towards Good Water Governance for Development, carried out with financial support from the Emerging Interdisciplinary Research Program of the University of the Philippines System. The present volume includes the project’s Manual for the Focus Group Discussions on Actor-Based Assessment of Water Governance at the Local Levels. A tool collaboratively developed by the case study research teams and authors, it is made available here as a resource for scholars, LGUs, and development workers.
